SECTION 2

Project description and problem statement

Current state
Cedarbridge Services currently handles client intake and case updates through a legacy portal connected to its CRM. Service staff re-enter some billing details by hand, and the portal averages 8 hours of service-related downtime each month. The team completes about 400 client requests per business day, while annual maintenance costs total approximately $180,000.
Business problem
Portal outages delay client intake and force staff to track requests in email until service returns. Manual billing handoffs create rework, and the current portal cannot reliably support the target of 650 completed requests per business day. The replacement must reduce monthly downtime to 2 hours or less and bring annual maintenance costs down to $150,000.
Future state
The selected provider will deliver the Client Service Portal Modernization project with the capabilities and functionality defined in the final scope. The solution must support the stated goals of lower operational downtime, greater service capacity and speed, and more efficient recurring maintenance costs.

SECTION 5

Budget and evaluation criteria

Bidders must state a fixed-price total and provide the hourly rates and itemized resources behind that amount. Separately identify recurring maintenance fees so reviewers can assess total cost of ownership.
For this illustrative project, Cedarbridge Services has a $280,000 implementation planning budget. The target for recurring maintenance is no more than $150,000 per year, compared with an estimated current cost of $180,000. Identify any licensing, hosting, or support charges separately from the fixed implementation price.
